Three agencies led the outlays. The education ministry spent the most, at MVR 1.9 billion (MVR 1,985.7 million). The infrastructure ministry followed with MVR 1.6 billion (MVR 1,661.4 million). Strip out financing costs, and the picture brightens. The primary balance held a surplus of MVR 2.2 billion (MVR 2,176.7 million), and that burden pushed the overall balance into deficit.
